for now get rid of sqlalchemy-utils json implementation

It would appear that a version check is missing in its implementation as
the JSON type has only been introduced in PostgreSQL version 9.2+. Some
CI servers - as well as users - may be running 9.1 or lower and as such
would be prompted with SQL-related issues, rendering their setup useless.
