be able to configure the ports for git-server and proxy-server in the configs (#61)

- backend
    - updates processes.js to include the server config to propogate to the front-end
        - updates tests to verify change
    - updates startup-admin to look at the server properties to get the port value
    - updates startup-gitserver to look at the server properties to get the port value
    - adds server.js to get values from config.js
        - adds defaults
        - adds tests
- frontend
    - looks at the server properties to get the port instead of hardcoding 7000
