consolidate user.json and repo.json into config.json (#57)

- backend
    - updates cli to output one file not two (points to config.json)
    - updates docs to represent new configuration pattern
        - updates information on navigating to admin portal
    - updates repo.js to call into config.js for data
    - updates user.js to call into config.js for data
    - adds config.js to update and get data from config.json
        - adds unit tests
    - updates functional and unit tests
