Commit Message

ciao-controller: do not allocate default gateway or broadcast address

change external IP allocation algorithm to skip the default gateway
and broadcast address by reducing the number of total and free IPs
by 2 for each subnet. Also, increment the starting address to .1
when checking for available addresses.
