feat(subprograms): add deeply nested subcommands (#35)

* * fixed wrong param name

* * added support for global options
* added argcomplete integration

* * renamed all internal attributes to start with an underscore (proper python style)

* * fixed KeyError due to missing '_dispatch_to' key if passing no
  arguments when running with python3

* * added missing tests or tagged as uncovered

* * implemented multi-level subcommands

+ split Program class into SubProgram and Program
+ added new method subprog() to create intermediate stages
+ added assertions to not accidentally shadow attributes
+ also define option as module-level global

* * removed option again => no way to access value

* * fixed missing return preventing __call__ to exit
  with function return code

* * renamed function subprog() to add_subprog()

* * uglified code
