added database files to execute unit tests on

removed the insertion of gathering rates from the database creation
- needs to be called separately now

added test for the DatabaseOpener
- improvements needed

fixed a minor bug in the DatabaseConnectionHelper

modified the url encoding mechanisms based off on Flask's default decoding behaviour
