Fix errors in packages tests

[Linux/macOS] Fix data races:
Move the watcher structure cleanup to the
exit branch of the watcher observe method.

[macOS] watcher_test in packages:
The FSevents backend of the rjeczalik/notify
package sometimes doesn't report the file.Create
events in OSX/macOS. We can use kqueue which
works better (makes the tests pass).
