Make asset server binding address configurable

In development assets are watched and rebuilt by [webpack-dev-server][1].
By default it binds to 127.0.0.0:8080.
There are occasions (see: #13) where the local port 8080 is reserved for
another system service. Then for the dashboard to be developed, the webpack-dev-server
has to be configured so to bind to a different host/port.
