ciao-cli: Remove ciao-cli image upload command

As we made the architectural decision that in Ciao images should be
immutable the ciao-cli image upload command can be removed. The ciao-cli
add command now requires an image filename to be provided as the two
stage add & upload path has been removed.

Fixes: #823
