records: switch off rounding of errors in table display (closes #83)
* Previous behaviour of rounding errors to same number of decimal places as central value fails if the central value has zero as least significant digit after the decimal point, e.g. 1.60 or 134.0, since JSON parses numbers as floats rather than strings, so precision is lost.  Switch off rounding in the absence of an easy solution.
* Also switch off display of independent variable low and high bin values to two decimal places independent of precision.
* Display central value (not necessarily bin centre) of independent variable if given in addition to low and high bin values.
