Replace WaitForDebugEvent with WaitForDebugEventEx

Use WaitForDebugEventEx instead of WaitForDebugEvent
to properly handle unicode strings sent by OutputDebugStringW.
Apply clang-format to the diff:
clang-format -i -style=llvm -lines=248:261 Sources/Target/Windows/Thread.cpp
