further improvements on stricter configuration checks

By introducing full configuration checking at startup (rather than
simply checking whether the configuration files exist) we can quickly
identify incorrectly filled out setups. The idea here is that in such
cases, Cuckoo will fail to properly startup, requiring users to ensure
their configuration files are complete.

Also changes some configuration options and makes their presence
optional for now (as otherwise older configuration setups would be
invalidated right away).
