Updated Dual Select

Takes advantage of the latest release of ‘crlcu/multiselect’.

Changes:
- Added ‘moveUp’ and ‘moveDown’ options (enabled with `”reorderable”: true` (default: false);
- Renamed the ‘dual-select/actions’ view to ‘dual-select/transfer’;
- Improved layout of field (namespaced CSS to `c-dualselect bootstrap-multiselect`);
- Added labels for screen-readers to assist with the different form controls;
