Lya sims (#156)

* added py/desisim/lya_spectra.py with a function to read the lya absorption files

* changed the specification of the filter name to the QSO constructor

* Spectra renormalized after the lyman-alpha absorption. Filter changed to sdss2010-g, which correponds to Nathalie's measurements.

* changed prints and tabs

* add tests; refactor lya_spectra.get_spectra interface

* cleanup commented out code

* don't import fitsio until needed

* trim ccd size to save memory while testing pixsim

* try to resolve minor conflict with master

* disable some tests to try to isolate Travis hang

* re-enable test_targets

* try Travis sudo=true at their recommendation
