Add help text using popovers, title and placeholder (#983)

* Add help popover for 'only_tagged' checkbox

The popover code can later be extracted into a helper
function if more help popover icons should be added.

The help content includes a link to the wiki with
the feature description including examples and
screenshots.

* Extract help popover into helper function

* Show name/nickname on hover over own gravatar

* Also show name/nickname for existing comments gravatar hover

* Show placeholder text for comment textedit

* Add help popover for comment writing

The help text mentions the special treatments of some keywords and references
the visual feature guide in the wiki.
