[client] Resolve all chat IDs in method's arguments

Feature:

    We expected the first argument to be the chat ID that might require
    to be resolved before using it in further processing. This did NOT
    cater for chat IDs in other positions in the method's arguments.

    For example,

        bot.kickChatMember("@supergroup", "@user");

    The '@user' would NOT be resolved.

    With this change, all chat IDs would be resolved!
