fix(IteratorObservable): clarify the return type of IteratorObservable.create() (#2070)

`IteratorObservable.create<T>()` now returns correctly
`Observable<T>` with supplied type parameter `T`. This fixes the previous
implementations which always returns `Observable<{}>`.
