OPSK-999 fix to stop search being disabled during docker upgrade

was caused by the default being set back to false (from seek_configuration). fixed by adding the seek_local as in the entrypoint.sh. This just sets the default to true, if it has been explicitly turned off this won't be affected and it won't turn it back on
