breaking: no more logfile; all scripts get passed args now

Removed the logfile option. Everything now goes to stdout the way it
should.

All external process rules now have an implicit passargs set. That is,
they are all passed `repo branch hash` for push events, and `repo` for
everything else. This is a breaking change.

Updated tests.
