fix packaging

* For a successful install from pypi, the setup.py requires README.md 
  and the requirement files to be part of the package (MANIFEST.in)

* Importing librato_bg to get the package version causes librato to be
  imported as well, which fails if the dependencies are not installed 
  yet. get_version in setup.py extracts the version without importing 
  to avoid that problem.
