Bug 1313274 - *Properly* force revisions to have 40-chars

We have a pulse_actions handler that calls
trigger_talos_jobs_for_build() with a 12-char revision.

We want to drop support for 12-char revisions and always use 40-char
revisions.

Last week we landed a pushlog_client change that raises an exception:

That exception was purposely introduced to make pulse_actions show which
calles are sending non-40-char revisions.

This change fixes trigger_job() to turn non-40-char revisions into
40-char revisions.
