[functions] some improvements to ExpressionFunction/GenericFunction

- reshape evaluations if possible instead of failing (e.g.
  shape_range=(1,) vs. shape_range=())
- rename locals_ parameter to values
- inject values into global namespace to make them available inside
  lambdas
- add 'norm' and 'polar' functions
