[#500] Refactor reindexing infrastructure

We're starting to have many different indexes, so it's about time to DRY them
up.

I also had to change the Heroku plugin from SearchBox to Bonsai because
the former limits us to 2 indexes, and we need more now. While doing that
I also specified the Postgres and ElasticSearch versions we support.
