Added exception to support Locations in API2

Until location functionality is extracted into its own module, the API2
has been updated to allow the Locations model in addition to decendants
of X2Model. filterRbac() has been updated to require
GeneralAdminSettingsTask to manipulate location data, and Locations was
given its own setX2Fields() to be compatible with the API
