Summary block + functions to fix the description

- New get_summary, it gets the [short] description from the README.rst
- New without_summary, it removes that [short] description
- Add the summary delimiters in README.rst, so that setup.py no longer
  depend on "magical numbers" like the summary position in README.rst
  using its index as a "empty line"-separated block
- Fix the [short] description, which was wrong since the
  Travis/Coveralls pins were included in README.rst (it was with the
  Travis CI pin, not the summary)
- Remove the summary (a.k.a. [short] description) from the long
  description
