Requiring authentication for management routes (#39)

* Introducing api-key based authentication

- Based on header Authorization: api-key [key]
- api keys are to be included in conf/authentication.conf
- authentication can be disabled with config auth.disabled = true
- authentication is disabled in development mode (via new conf/dev.conf)

* Adding principal name to audit log.

* improving configurability

- moving standard config to base.conf that is included by application.conf
- in the docker container, application.conf is moved to /docker/opt/etc
  and symlinked so that it can be overwritten
- excluding test and dev configs from docker container

* increasing coverage, improving behavior when auth is disabled

- when authentication is disabled, still try to extract the principal
  if Authorization header is present.
