Subnet relation must remain stable after NAT.

Networks in same zone must have stable subnet relation over all
NAT domains. If networks are in relation at one NAT domain, they
must also be in relation in all other domains.
This property is needed, because redundant rules are deleted
and redundancy is derived from subnet relation.
