Make sure HiPS are updated when View dialog opens on Surveys tab

Previously it could happen that during an update the dialog was closed,
the update finished without any update to the list of surveys, and then
the dialog got opened, which still didn't update the list. So the list
was only partially updated until a category change or a tab switch.

Now visibility toggle of the dialog also schedules an update to the list
of surveys. It isn't done by a direct call to updateHips(), because
it might have just been updated, or would be updated by soon-to-come
signal, so the new update would cause a needless UI delay.
And generally, using a single scheduleHipsUpdate for all updates is
simply more consistent and easier to read.
