fix(localdns): bound healthCheck.duration to 1s through 60s

0s passed the duration pattern, and CoreDNS then re-probes a down upstream
with no pause between attempts. Reject it with a CEL rule, following the
duration minimums on EvictionSoftGracePeriod.

Also cap the interval at 60s, to match the 100-60000 ms range proposed
for healthCheck.intervalInMilliseconds in the AKS API, which the Machine
API path will map this field to.
