fix: avoid caching every Pod in the cluster

Read node-scoped Pod lists directly from the API server and remove the
field index that starts a cluster-wide Pod informer during setup.
Exercise the manager client in lifecycle tests and verify filtering,
drain counts, and the absence of a Pod informer.

Fixes #275.
