fix(dropdown, select): let popup content keep its keys (#2585)

- Keys from content that is not an item (select header/footer, dropdown
  content) keep their default action. Tab moves through that content, and
  Escape closes from it unless the content handled the key.
- Header and footer slots render outside the listbox; the dropdown gets new
  `header` and `footer` slots.
- When the popup closes with the focus in it, the focus returns to the
  anchor (IgcBaseComboBoxComponent).
- A closed select no longer cancels Escape.
- Shared helpers: getFocusableElements (a native radio group is one Tab
  stop), focusTabStop, tabThroughPopup, isPopupContentEvent.
- Stories: dropdown ExportMenu, select ExpenseCategory.
