* docs(proposal): record rejected ACME DNS-01 delegation CNAME design

Renumber to 009, set the status to not-planned and add a Decision
section. Keep the threat model, the provider-side scoping options and
the solver plus dedicated crd-instance shape with its preconditions, and
name the webhook source sidecar as the preferred out-of-tree shape for
generating the delegation CNAMEs.
