Convert a DuckDBTimeOnly for a TIME by arithmetic, and its ticks in long

A DuckDBTimeOnly written to a TIME column or bound to a TIME parameter
was handed to duckdb_to_time, which adds up the parts in int64 with no
check (Time::FromTime). The ticks are now divided by ten instead, as a
TimeOnly and a DateTime already are, and as a TIME_NS write already
uses the ticks. The stored value is the same for every time, 24:00:00
included; TimesAreStoredAsDuckDBStoresThem compares it with DuckDB for
every second of the day.

DuckDBTimeOnly.Ticks multiplied the microseconds by ten in int, which
wrapped around beyond +-214,748,364 microseconds, where DuckDB does not.
It is worked out in long now, checked against duckdb_to_time.

Parameters/TimeTests binds 24:00:00 and a large microsecond count to a
TIME parameter on each path (no known type, cast, typed by the column),
and pins an hour above 127, which DuckDB would read as a negative int8_t
and which stays positive here.

DuckDBDateOnly and DuckDBTimestamp still call DuckDB: putting a date
together needs the calendar.
