Fix small bug in local mode wrapper sampler (#3555)

### Summary
Fixes #3365

While adding tests similar to #3552 I noticed a slight bug in the
`find_unique_layer` function of the wrapper sampler - there was an
inconsistency in the way measurement boxes were labeled, causing
potential problems when trying to make noisy simulations of the wrapper
sampler. The bug is fixed here, and tests are added to cover the
agreement between between prepare and `find_unique_layers`.

In order to fix this, I also had to address #3365, and remove the
dependency of wrapper estimator tests on the wrapper sampler
`find_unique_layers` function.
