SQLite and SQL Server state support (#15)

* CI: report the binary size against the latest release instead of capping it

* CI: comments name the size report

* config: accept the sqlite and sqlserver drivers

sqlserver (also mssql) is a database server like MySQL: a DSN, working
and pristine databases, pristine differing from working also in letter
case. sqlite names the application's database file, relative to the
project root and inside it; the DSN is optional, the pristine copy, when
set, is another file than working and its sidecars, and has no default
here (the capture keeps it in the store). ReadDSN compares SQL Server
names in any letter case and SQLite files by identity.

* state, dbdsn: SQLite and SQL Server placeholders

dbdsn dispatches Hosts and Server to SQL Server's own parser, a stub
for now, and refuses both for SQLite, which is a file and has no
server. state gets SQLite and SQL Server components that implement the
Component contract and report that they are not implemented yet; the
drivers replace them.

* capture: open SQLite and SQL Server components

serverOf names a component's server: dbdsn.Server, or for SQLite file:
and the real path of the working file, which must exist inside the
project. openServers and Seeded use it; an SQLite component skips the
host checks and gets absolute paths of its working file and pristine
copy, by default a file of the store next to its record. The pristine
copy is never the working file, whatever links lead there.
appconf.LocalPath exports the project-file resolution this needs.

* appconf: hooks for SQLite and SQL Server settings

The drivers sqlite and sqlserver get constants, a Database.Path for
SQLite's file, and a default port for SQL Server. driverName and
csprojDriver give them only once appconf reads their settings
(sqliteReady, sqlServerReady); until then a setting that names either is
noted as before. fromValue, fromURL, fromConnString, the Laravel .env,
