fix: Report descriptors whose capture or baseCapture is not an array as invalid (#624)

* fix(#622): Report descriptors whose capture or baseCapture is not an array as invalid

isElementDescriptor and isFileDescriptor of @boundaries/elements return false for a descriptor whose capture or baseCapture is set and is not an array, so @boundaries/config reports and leaves it out, and the plugin warns instead of stopping ESLint. A falsy value still means no capture.

getMatcher reaches the validation of the descriptors instead of throwing "descriptor.capture.join is not a function" while building the cache key, and the key of a file descriptor includes its basePattern and baseCapture.

* fix(#622): Give each configuration its own matcher cache key

The key of getMatcher hashes capture and baseCapture lists, the descriptor pattern and the includePaths, ignorePaths and customSourcePatterns options with JSON.stringify, so a list never gets the key of a marker such as invalid-capture or no-capture, of a list whose items join into the same text, or of a string. getMatcher no longer returns the matcher of another configuration in those cases, and throws the error of an invalid descriptor for a capture that is not an array after a list that holds the name of its marker.

A descriptor that is not an object is hashed as invalid-descriptor, so getMatcher throws the error of an invalid descriptor for a null or undefined entry instead of reading a property of null.

The changelog entries of elements and eslint-plugin describe the baseCapture of a file descriptor, which was used with each character as a name instead of failing, and the collisions fixed in the key.
