fix: add recommended firmware versions for 26.10 (#3645)

The firmware recommendation ConfigMap has no entries for the October
2026 driver. Add seven device mappings for driver `2610.0.60`, following
the [October26 Rel2B firmware
table](https://nvidia.atlassian.net/wiki/spaces/QA/pages/2906788542/FW+SW+versions).

ConnectX-6 Dx/Lx, ConnectX-7/8, and BlueField-2/3 use their respective
`xx.51.1002` versions. ConnectX-9 remains on `82.50.1002`, as explicitly
directed by the table; a comment documents this exception. Existing
mappings are preserved.

The lookup requires an exact driver version match. DOCA `3.6.0-070000`
contains `2610.0.60`; the current `v26.10.x` release branch still pins
DOCA `3.6.0-069000` / driver `2610.0.59`, which will not match these new
entries. This PR does not change the driver image pin and targets
master; release-branch delivery and the DOCA image update remain
separate.

Validation: focused NIC Configuration Operator state tests passed (`go
test ./pkg/state -run TestState -ginkgo.focus='NIC Configuration
Operator Controller' -timeout 5m`); YAML validation confirmed all seven
values, unique new device/driver pairs, unchanged existing mappings, and
agreement with the NIC Configuration Operator Helm/Kustomize changes;
`git diff --check` passed. No cluster or hardware qualification was
performed.
