fix(access): web review aliases for the person's agent routes (#156)

Source commits:

- 39cf8d0bb23a fix(access): web review aliases for the person's agent routes
A controlled host admits a fresh web sign-in (decision proof) only on
decision routes, and a product credential only elsewhere. The person's agent
registry, inbox and forwarding were non-decision routes, while registering
and forwarding require the web sign-in family, so in the controlled profile
nobody could register an agent or forward a request from the web, and the
  inbox never offered approval.
Add decision aliases that serve exactly their ordinary action:
  GET/POST /decision/agents, POST /decision/agents/:id/disable,
  GET /decision/agent-requests and POST /decision/grants/:id/forward.
The ordinary routes stay as they are for the CLI.
- 4148888bbb99 fix(access): exact web review alias set; unknown person-side actions fail closed
Review of #156: a prefix match plus a default branch could have sent a
  future decision-agents-* action to ForwardAccess.
