feat(remote-config): deprecate templateId and initialFetchResponse (#10541)

Remote Config server-side rendering (SSR) hydration has been deprecated.
Server templates ("firebase-server") may contain secrets and can only be
read via the Admin SDK; the Remote Config backend now rejects client
fetch and real-time requests for that namespace.

- Mark RemoteConfigOptions.templateId and initialFetchResponse as
  @deprecated (to be removed in the next major release).
- No behavior changes.
