Remove EOL Ruby versions from the CI matrix (#914)

Remove Ruby 2.6, 2.7, 3.0, 3.1, and 3.2 from the test matrix because all
five release series are end-of-life according to [Ruby's maintenance
status](https://www.ruby-lang.org/en/downloads/branches/). Keep Ruby 3.3
(security maintenance), 3.4, and 4.0 on both Ubuntu and Windows,
reducing the matrix from 16 jobs to 6.

Remove the obsolete runner exceptions and simplify test runner selection
to `ubuntu-latest` and `windows-latest`, with no matrix `include`
overrides. This changes CI coverage only; the gem's declared Ruby
requirement and all test examples remain unchanged.

Validation: parsed the workflow YAML and checked the exact six Ruby/OS
combinations and standard latest runner selection; `git diff --check`
passes. GitHub Actions verifies tests, lint, and coverage reporting on
the PR.
