fix(iota-sdk-types): format a name without an AT form as DOT (#1745)

A name decoded from BCS is not validated, so format(NameFormat::At)
panicked on one with fewer than two labels, and dropped a top-level name
other than iota, showing it as an iota name. Move lets any package create
such names, so decoding keeps accepting them.
