gNMI-3: Gate Arista union_replace fixes on existing deviations

Replace the Arista vendor checks and CLI-based workarounds in
union_replace_test with existing Arista deviations, and verify the OC
subtests through OC telemetry only.

metadata.textproto:
- Enable omit_l2_mtu, require_routed_subinterface_0 and fr_breakout_fix
  for Arista.

union_replace_test.go:
- OmitL2MTU: configure and verify MTU on
  subinterfaces/subinterface[0]/ipv4/mtu instead of the interface MTU
  (configureOCInterface, batchUnionReplaceOCInterface, setCLINoMTU,
  verifyInterfaceMTU, gNMI-3.8.1, gNMI-3.8.2 and gNMI-3.9.1).
- RequireRoutedSubinterface0: create routed subinterface 0 in
  ocInterface(), which configureOCInterface() now reuses, and send the
  hostname as a full OC root in requireOCWithCLI().
- FrBreakoutFix: in breakoutInterfaces(), step child interface numbers
  by the number of physical channels instead of checking for Arista,
  and skip the breakout-mode component config check in gNMI-3.10.2.
- Remove the Arista-only fallbacks: the CLI speed retry in gNMI-3.6.1,
  the CLI breakout retry in gNMI-3.10.1 and the logical channel readback
  skip in verifyLogicalChannels().
- Remove the CLI running-config fallbacks from the OC checks for all
  vendors: cliInterface(), verifyCLIIP(), verifyCLIMTU(),
  verifyCLIBreakout() and the BGP AS CLI check in gNMI-3.8.3.
  verifyInterfaceIP() and verifyInterfaceNoIP() check OC state only.
- Address review feedback: gNMI-3.3.2, gNMI-3.6.1 and gNMI-3.6.2 now
  fail when Watch().Await() times out, and port-speed state must stay
  at the original speed or UNKNOWN.

Tested on Arista DCS-7280CR3K: 12 of 21 subtests pass. gNMI-3.2.1,
3.2.2, 3.3.1, 3.5.1, 3.5.2, 3.6.1, 3.6.2, 3.9.1 and 3.10.1 still fail
and need follow-up.
