Pin pylint in the pre-commit workflow (#3153)

The required `Check` job installed unpinned `codespell` and `pylint`
with `BSFishy/pip-action` before `setup-python`, so any new pylint
release could break it.

This PR adds `environments/pre_commit.txt` with `pylint==4.1.3` (the
current release, so the job's behavior doesn't change) and installs it
after `setup-python`. Dependabot's pip updater already watches
`/environments` and bumps `==` pins, so the version moves through a
reviewed PR with the usual cooldown.

The pip install of `codespell` is dropped instead of pinned: the
`codespell` hook runs from its own pre-commit repo at a pinned `rev` in
an isolated environment, so the system install was never used. `pylint`
is the only `language: system` hook.
