fix(meaninglabels): review lows and non-revealable ask text (#453)

Follow-up to datatug/datatug-core#452 (Meaning Graph sensitivity labels): the reviewer's four Low findings, plus one wording issue found in the end-to-end CLI proof.

- `SuggestColumn`: `email_id` and `passport_id` hold the value itself, so they are suggested.
- `BareName`: a quoted dotted column (`"e.mail"`, `[e.mail]`) is no longer split.
- `RawRefusal`: a table with zero enumerated columns refuses an agent's raw read (fail closed).
- `Protection.Ask`: a non-revealable column (`secret`) now says it is never revealed, instead of telling the agent to ask for an approval.

  segment as written, the last dot segment with quotes trimmed, and the raw
  last segment. Trailing dots and unbalanced quotes no longer slip past.
