* feat(create): add a pure-Python Module template path

holoscan create --language python now creates a Module whose operators and example application are implemented in Python, with no C++ code. The operator subclasses holoscan.Operator with typed ports, the tests use holoscan.testing.OperatorTestHarness, and the example pipeline runs the operator between a Python source and sink.

The generated pyproject.toml builds a py3-none-any wheel with scikit-build-core that depends on holoscan-cu13 and declares the holoscan.modules entry point. A CMake project with LANGUAGES NONE stages the package and its distribution metadata in the build tree for holoscan build, run, and test, and runs the pytest suite through CTest; wheel builds return before it does anything. The --language cpp and cpp python templates render unchanged.

* fix(install): accept pure-Python Module builds for install --dev

Pure-Python Modules have no compiled extension, so install --dev rejected their builds. python/CMakeLists.txt now writes a WHEEL file with Root-Is-Purelib: true into the staged dist-info, and _metadata_dev_source() accepts it in place of the extension. Also mention --language python in README.md and the install --dev reference, and print the operator path from module.namespace.python after create.
