fix(FRBC): ask for a schedule in the unit the operation modes state power in (#247)

* fix(FRBC): ask for a schedule in the unit the operation modes state power in

S2 states an operation mode's power ranges in watts, and the example server
creates its power sensor in kW. The handler asked for a schedule without saying
which unit it wanted back, so it got the sensor's, and read every scheduled
power as a thousandth of itself. That value then sat nearest the operation mode
that draws nothing, and the resource manager was instructed to idle through a
schedule that asked it to run.

Verified against a running FlexMeasures with one actuator that is either off or
at 100 W: the same flex model, with the unit as the only difference, turns two
instructions that both say "off" into a batch that charges where the schedule
charges.

The handler already stated the unit when posting an actuator's power, which is
why that side was right. The client has taken a unit on get_schedule() and
trigger_and_get_schedule() since #194, and converts client-side where the server
cannot, so no version check is needed.

* docs: break two comments after punctuation, not mid-phrase

The convention #246 added to this repo, applied to this change's own comment
and test docstring. Found by Copilot, which now reports them.
