Move the tests of boltlang-lower to tests/lower

The instances of a program and the decision graphs of its matches are
now cases in tests/lower/instances and tests/lower/decisions, with their
output after a line of `-`, which UPDATE_EXPECT=1 fills in. A case can
have several files, and needs `:prelude` for std's prelude. Every match
of the files is shown, not only the first, and errors are shown with the
code they're at instead of Debug output. The test of std's own tests
stays in Rust.
