chore: update dependencies and examples, close the dependabot alerts

- update all devDependencies: vitest 5, happy-dom 21, @testing-library/jest-dom 7,
  babel-plugin-tester 12, lint-staged 17, i18next 26.7.1, react 19.3, plus
  minor/patch bumps. Babel stays on 7.x until @rollup/plugin-babel supports 8,
  typescript on 6.x for typescript-eslint. Runtime dependency ranges unchanged
- eslint 8 + airbnb → eslint 10 flat config (neostandard, @eslint-react,
  testing-library, jest-dom): eslint-plugin-import/jsx-a11y/react depend on
  minimatch@3, which no override can fix. Same lint scope as before (.js only);
  the .jsx tests were never linted and stay out for now. src changes are only
  stale eslint-disable comments
- overrides: minimatch ^11.0.4 (GHSA-g3hv-75wg-m249), glob ^14 for @babel/cli
- remove unused devDependencies (old Babel proposal plugins, @babel/polyfill,
  @babel/register, babel-core bridge, @types/jest, react-test-renderer, ...)
- icu.macro fixture 25 is TypeScript: format its output as .tsx, which
  babel-plugin-tester 12 needs (snapshot only changes `,` → `;` in a type literal)
- CI: Node 22 for lint/build/types, test on 26/24/22 (vitest 5 and neostandard
  need Node >= 22.12, Node 20 is EOL)
- examples: bump to latest within their majors, fresh lockfiles, minimatch/glob
  overrides for storybook and test-jest; npm audit is clean except deepmerge
- ReactNativeProject + ReactNativeLocizeProject → react-native 0.88.1 (template
  diff applied, new SceneDelegate on iOS), jest 30 with the jest-preset's
  babel-jest/jest-environment-node on 30, and the template's eslint 8 setup
  removed (it pulls in minimatch@3)
- deepmerge stays (root rollup node-resolve, jest-config, RN CLI): no patched
  release exists
