* Format error messages recursively for nested child rules and ignore object cycles

* Restore UTF-8 BOM encoding and keep doc comment on FormatErrorMessages

Restore the original encoding of RulesEngine.cs (the previous commit
re-saved it as cp1252 without BOM), and move ErrorMessageSerializerOptions
above the XML doc comment so the comment attaches to FormatErrorMessages
again.
