Expose the MDevVGPULiveMigration feature gate (#4626)

Add the mDevVGPULiveMigration feature gate to the v1 HyperConverged
API, mapped to KubeVirt's renamed MDevVGPULiveMigration gate. This
allows live migration of VMs using a single mediated device (mdev)
vGPU once HCO consumes the upstream rename in kubevirt/kubevirt#19546.

The gate is alpha and disabled by default. Document its device and
node compatibility requirements and unsupported GPU configurations.
Only the v1 API is updated, matching the workloadEncryptionSEV and
workloadEncryptionTDX precedent.
